I don't know about F2P RPGs that have elements of a dating sim, but I DO highly recommend the [Shin] Megami Tensei: Persona series if you're into that. Otherwise, it'd be visual novels from Key (they're not free either, but worth trying if you're into this genre and/or if you've already watched some of the anime adaptations of them). The only thing is that generally speaking visual novels are more restricted compared to a JRPG but they do share similarities (story-line based and have choice branches for possible multiple endings). Now, that being said and you're still on board with visual novels, then I would recommend Homeward and Katawa Shojo (both free-of-charge, are available for PC, and pretty well-made). However they may contain R-18 content (which you can turn off ingame).
