Basco's program included the establishment of a government monopoly on tobacco in 1781. In succeeding years, they
also began to establish state monopolies over cards, opium, vinegar, wine and gunpowder.Growing and exporting tobacco became profitable for the government.
With earnings from the tobacco monopoly,the Philippines was able to lessen its reliance on financial aid from Mexico.
