The Schurman Commission was anointed by President McKinley on January 20, 1899. It was headed by Dr. Jacob G. Schurman, the president of the University of Cornell during that time. It included George Dewey of American Asiatic Squadron, General Elwell Otis, Charles Denby and Professor Dean C. Worcester of the University of Michigan. It landed on Manila on March 4, 1899.
The Taft Commission on the other hand is another commission by the same president on March 16, 1900. It was headed by William Howard Taft with Luke Wright, Henry C. Ide, Bernard Moses and Dean C. Worcester.
